Temporary Parking Guidelines
Beginning December 7, 2009 the parking lot behind City Hall and the Frisco Public Library will be closed to make way for the construction of a 574 space parking garage... north view, south view. Two, small surface lots will also be constructed with one on the east side, the other on the west side of the garage, for a total of 70 additional parking spaces. Construction is estimated to last up to 12 months.
When construction is complete, the public will benefit from the convenience of 644 parking opportunities, which far outnumber the 141 spaces currently available in the parking lot behind City Hall. Read the press release.
Library Book Drop/Utility Payments
The driveway and half-circle drive directly behind City Hall/Library will remain open, providing public access to the ‘after hours drop boxes’ for utility payments and library books.
The roads around City Hall/Frisco Public Library will remain open to traffic; however, parking on streets adjacent to the garage construction site will be closed for the following reasons to:
1. promote public safety
2. allow space for construction vehicles
3. prevent damage to visitor vehicles
WHERE YOU CAN'T PARK
No parking any time in the spaces highlighted in dark red on Visitor Parking Plan map; specifically:
* Library Street (adjacent to construction site/red zone)
* Church Street (adjacent to construction site/red zone)
* Page Street, both sides (between Library and Church Streets, only)
* Spaces designated by signage for 'City Vehicles Only'
WHERE YOU CAN PARK
Parking is allowed in the blue and purple areas on the Visitor Parking Plan map: specifically:
* All ‘Plaza’ parking spaces (includes all angled spaces in front of building, north side of ‘Plaza’, near fountain)
* West Lot, Frisco Square, ‘Customer’ parking spaces in the first three rows of parking, designated by signs
* East Lot, Frisco Square (all spaces)
* Library Street (blue zone)
* Church Street (blue zone)
* Coleman Blvd.
The purple area on the Visitor Parking Plan map designates two-hour parking. Frisco police will enforce the time limit. The blue parking areas on the map do not have a time limit.
MOTORCYCLE PARKING
The green spaces on Church Street are designated by signage for Motorcycle/Scooter parking only, and are labeled as “Motorcycle Parking” on the Visitor Parking Plan map. Visitors driving motorcycles or scooters may use these spaces at any time.
HANDICAP PARKING
Eight (8) handicap spaces will be available in front of City Hall. This includes four existing spaces and four additional designated spaces, which replace those lost to parking garage construction behind City Hall. Anyone with a handicap placard may use handicap parking, first come, first served. Police will enforce the two-hour parking limit for the four spaces designated for handicap parking in the purple area on the Visitor Parking Plan map.
WALKING FROM WEST LOT TO CITY HALL
A temporary sidewalk is in place across Simpson Plaza and over the West Lot, leading visitors from the West Lot (Frisco Square) to the front doors of City Hall and the Library. (See Visitor Parking Plan map labeled as “Temporary Sidewalk” and depicted as white line.) This sidewalk will be removed once construction is complete.
