William “Clay” Carpenter is a Deputy Fire Chief serving as Shift Commander on C-Shift for the City of Frisco, Texas.

Chief Carpenter began serving the citizens of Frisco in 2001 as a volunteer firefighter for the Frisco Fire Department.  He was subsequently hired and began his paid fire service career in January of 2002.  

Aside from his duties as a Shift Commander, Chief Carpenter aids the Department by serving as a technology liaison to the City’s Information Technology Department.  He is the Fire Department’s program manager for computers, radios, and other present and emerging fire service technologies. As part of his duties within this role, he manages an expansive annual budget that allows firefighters to best serve the community with the latest in today’s fire service software, computer hardware, and communications equipment.

Chief Carpenter possesses three Associate of Applied Science degrees from Weatherford College in Fire Protection & Safety Technology, Fire Service Administration, and Emergency Medical Services.  In addition, he has earned a Bachelor of Applied Arts & Sciences from Texas A&M University-Commerce in Organizational Leadership.

Today, Chief Carpenter has acquired the Chief Fire Officer (CFO) designation from the Commission of Professional Credentialing through the Center for Public Safety Excellence. In addition, he was recently accepted to the National Fire Academy in Emmitsburg, MD, beginning Fall of 2022. There, he will commit the next few years to completing the fire service’s pinnacle Executive Fire Officer Program.
