Year Round Enforcement 

The City of Frisco adopted the Water Management Plan in April of 2009, to help better manage local water resources. This plan includes a specific outline for enforcement procedures for each offense and violation as detailed below.

Violations can be reported by telephone at (972)-292-5800, e-mailed to publicworks@friscotexas.gov, submitted using the online water waste report form, and observed by Public Works employees. These instances are documented by electronic photographs and filed for review. The first violation fee of $25.00 in any of the below stages can be waived or credited after the completion of a free irrigation check-up of the violated system. 

Seasonal

Central Standard Time (fall and winter)
• First-time violations will receive a door-hanger with a $25.00 administrative fee included on the next available water bill.
• For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation.

Daylight Savings Time (spring and summer)
• First-time violations will receive a door-hanger with a $25.00 administrative fee included on the next available water bill.
• For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation.

Summer Restrictions (July, August, and September)
• First-time violations will receive a door-hanger with a $25.00 administrative fee included on the next available water bill.
• For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation.

Drought

Stage 1: Water customers are asked to reduce water use by 2%.
• First-time violations will receive a door-hanger with a $25.00 administrative fee included on the next available water bill.
• For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation.

Stage 2: Water customers are asked to reduce water use by 5%.
• Same enforcement as Stage 1.

Stage 3: Water customers are asked to reduce water use by 10%.
• For first-time violations, the sprinkler system will be disconnected with a RED yard sign, and a $25.00 administrative fee included on the next available water bill.
• For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation

Stage 4: Water customers are asked to reduce water use by whatever is necessary.
• Same enforcement as Stage 3.

The City of Frisco maintains the right, at any violation level, to disconnect irrigation systems and/or total water services to a customer for public safety issues (includes icing) with reconnection fees and possible monetary penalties. Any City of Frisco employee, as designated by the Director of Public Works, may implement any provision of the enforcement process of this Water Management Plan.

To avoid violations, fees, and possible disconnections please review the current restrictions, and your approved Water Management Plan. Remember that drought enforcement policies coincide with regular seasonal restrictions when in effect.
