The Planning & Zoning Commission is a seven member board appointed by the City Council. The Commission reviews and decides on two different types of cases: development and zoning.
Development cases are requests to subdivide (plats) or build upon (site plans) land. These cases are considered administrative in nature.
Zoning cases are requests to allow particular land uses on properties within the City of Frisco. For example, an applicant might request to change the zoning on a piece of land from Single Family Residential uses to Retail uses. On zoning cases, the Commission has discretionary power. In other words, it can deny a land-use case if the Commission determines it is not in the best interest of the City. The Commission may also change a zoning request to make it more compatible with adjacent land uses. Zoning cases are heard by the P & Z Commission during public hearings. Upon approval, the second public hearing is conducted by the City Council.
