1. What are the plans for Elm Street?

As part of the downtown improvement project, Elm Street is being reconstructed to become more integrated into downtown activity.  It will have new parking spaces on each side and will become a route to the future 4^th Street Plaza and its future parking garage.  As the parking spaces are removed from Main Street, to make room for wider sidewalks and sidewalk cafes, more parking activity will occur on Elm Street and more traffic will need to turn in and out of Elm Street at 5^th Street.  In addition, more pedestrians are expected to cross 5^th Street at Elm Street.  To address these issues and avoid gridlock problems, a traffic signal will be constructed at the intersection of 5^th and Elm.  The new traffic signal will work in concert with the existing traffic signal at 5^th and Main to help prevent northbound traffic, heading towards Main Street, from blocking the Elm Street intersection (as it sometimes does today). 

2. How will access to homes and businesses be maintained?

There will be intermittent traffic delays on the roads, intersections and drive approaches, as construction equipment moves around and construction work is performed.  The contractor will attempt to minimize delays and maintain temporary access to homes and businesses throughout the project.  In cases where temporary driveway closures are necessary, the contractor will provide the affected addresses advanced notification.

3. Will mail service be affected?

Mail service will continue throughout the duration of the project with minimal interruption.  Temporary mailboxes may be placed during construction before permanent mailboxes are re-installed. 

4. Will trash and recycling collection be affected?

Recycling and trash pickup will continue according to your address’ schedule; however, the placement location of bins may need to be temporarily adjusted.   Those affected will be notified by the contractor with instructions on where to place bins for recycling and trash pickup.

5. Will emergency services be afected?

The Frisco Police and Fire Departments will be updated as to long term closures which will allow first responders to adjust their routes to always maintain service.

6. Will existing landscape features be impacted?

Landscaping, lights, sprinklers, fences or other personal property located within the public right-of-way will likely be impacted during construction.  A surveyor has placed wood stakes with orange flags at property corners to identify the right-of-way locations.   Prior to the start of construction, please remove all personal items you intend to keep from within the marked right-of-way.

7. Will lawn areas be restored if disturbed?

Disturbed lawn areas within the public right-of-way will be restored with topsoil and sod.  Lawns outside the right-of-way, on private property, are not expected to be impacted. Irrigation systems will be repaired if damaged by construction.

8. How will school busses be affected?

Frisco ISD Transportation will be kept updated regarding bus route adjustments.   Frisco ISD Transportation will relay all temporary changes to the affected addresses as necessary.

9. Can vehicles continue to be parked on the street during construction?

Parking on the street will not be permitted when the abutting section of street is under construction.  Owners will be contacted and given advanced notice when they need to move their vehicles.   All vehicles remaining on the street after the date identified may be considered abandoned and removed by the contractor.
